Mission Description                      

Reporting directly to the Managing Director, the Director – Strategic Projects & Infrastructure will lead the origination, structuring, and execution of AGL's key strategic projects in the Democratic Republic of Congo.

The role sits at the intersection of business development, project structuring, and execution, with direct exposure to senior stakeholders across government, partners, and the Group.

The position is central to the development of long-term infrastructure and logistics assets — including port and airport concessions, multimodal transport solutions, logistics platforms, and industrial infrastructure supporting key sectors such as mining, telecom, and FMCG.


Project Origination & Strategic Positioning:
 Identify, assess, and prioritize strategic infrastructure and logistics opportunities across the DRC.
 Lead positioning of the company on high-value projects (ports, river transport, airports, dry ports, logistics hubs).
 Structure engagement strategies with public authorities, regulators, and strategic partners.

Project Structuring – PPP / Concessions
 Lead the structuring of complex projects, including concessions, PPP frameworks, commercial models, and risk allocation.
 Coordinate feasibility studies spanning technical, financial, legal, and environmental dimensions.
 Engage and manage external advisors across legal, financial, and technical disciplines.

Financial & Commercial Development
 Develop robust business cases and investment strategies for each project. – Build and critically challenge financial models including capex, opex, traffic assumptions, IRR, and NPV.
 Support financing strategies in coordination with DFIs, banks, and internal and external stakeholders.
Execution & Delivery Oversight
 Drive projects from concept to implementation, ensuring adherence to timelines and strategic objectives.
 Coordinate cross-functional teams spanning operations, finance, legal, and commercial.
 Establish governance frameworks, milestones, and performance tracking mechanisms for each project.

Stakeholder Management
 Engage senior public stakeholders including ministries, regulatory authorities, and state-owned entities.
 Manage strategic partner relationships with operators, investors, and industrial clients.
 Represent the company in high-level negotiations and external forums.

Portfolio Management
 Structure and maintain a clear pipeline of strategic projects with defined priorities and go/no-go frameworks.
 Define resource allocation and oversee portfolio-level performance.
 Provide regular reporting to the Managing Director and Group leadership.

 

Profile

PROFILE

Experience:
 At least 10+ years in infrastructure, logistics, or project development.
 Proven track record in concessions/PPP structuring, infrastructure project development, or project finance.
 Strong preference for candidates with African or emerging market experience.
 Exposure to port, rail, airport, or logistics platform development.

Technical Skills:
 Strong command of PPP and concession frameworks.
 Solid financial and commercial acumen — business cases, investment analysis, financial modelling.
 Ability to manage complex, multi-stakeholder projects across geographies.
 Sufficient technical fluency to engage effectively with engineering and operations teams.
