Mission description

Job Summary
We are seeking an experienced and dynamic Control Tower Manager to oversee the communication, tracking, and reporting functions of the EACOP control tower based in Kampala. This role is crucial in ensuring strict compliance with company regulations by drivers, identifying on-road exceptions, and taking immediate remedial action. The Control Tower Manager will also manage emergency situations and ensure timely reporting and communication to all relevant parties, including AGL Drivers, transporters, and clients.
Job Purpose
• Coordinate communication, tracking, and reporting for the control tower based in Kampala.
• Ensure strict compliance with company regulations by drivers, identify on-road exceptions, and take immediate remedial action.
• Coordinate and respond to emergency situations.
• Ensure timely reporting and communication to all parties (transporter, AGL, and clients).
Main Tasks and Responsibilities
Track and Trace
• Vehicle Tracking: Use GPS systems to track vehicle positions daily.
• System Development: Implement the IVMS tracking system on all trucks.
• Reporting: Submit daily, weekly, and monthly reports on vehicle movements and issues.
o Daily 09:00 AM report of truck status to the Mombasa team.
o Track trucks in rotation, transit time, performance, mileage, and alerts (speed, night driving).
• Driver Monitoring: Monitor driver performance and report daily violations to QHSE AGL and transporters.
• Compliance: Ensure drivers comply with company regulations and maintain a record of violations.
• Forecasting: Report daily transport and loading forecasts from the Mombasa team.
• Client Communication: Share daily tracking reports and alert clients about convoy statuses via email and WhatsApp.
• Coordination: Work with teams in Mombasa, at the border, and at sites to ensure convoy management rules are respected.
• Documentation: Prepare TSO based on tracking documentation and participate in the transporter invoice approval process.
• Fuel Management: Track fuel usage and compile monthly fuel reports, raising any issues to management.
• Emergency Response: Identify on-road exceptions and coordinate responses to emergency situations.
• Nationality Reporting: Report on the nationality of trucks, trailers, and drivers, including their training and certifications.
• Community Interaction: Ensure and report on drivers' interactions with communities.
Reporting (Outside Track and Trace Scope)
• SOP Review: Review Total/EPC SOP and extract all necessary reporting for operations, finance, and QHSE.
• Action Plan: Create a list of deliverables and maintain an action plan until completion.
• Client Reports: Prepare daily, weekly, bi-monthly, or monthly client reports and coordinate with finance and operations teams.
Work Instructions
• PO Coordination: Manage the reception of purchase orders from clients, ensuring each PO has a validated work order.
• Status Reporting: Report daily on the status of POs/work

 

Profile

Required Skills
• Excellent knowledge of Microsoft Office Packages
• Good communication skills (verbal & written)
• Flexibility
Minimum Education Requirements
• A minimum of 4-5 years' experience in a similar role in a busy environment.
• Certificate in Logistics
• A minimum of a bachelor's degree in information systems or any other relevant discipline.
• Certificate in Microsoft Office packages
Key Performance Indicators
• Daily alert to the client for all convoys approaching site + update of ETA (this must be done 2 times per day = 2 communications to client per day)
• Daily tracking report on truck locations, timings, and violations
• Timely submission of daily, weekly, bi-monthly, or monthly reports
• PO and working order (Work instruction to be issued within 24 hours after reception of PO, working order to be validated within 48 hours)
