About Timor Port SA. 

Timor Port, the country's first public-private partnership, will cost a total of $490 million over a 30-year period. The new port is located in Tibar Bay, 12 km from the capital Dili. Mission Description                      

About The Position
Timor Port S.A, a subsidiary of the AGL Group, is looking for a qualified candidate to fill the position of Health, Safety, Security, Environment and Quality (HSSEQ) Manager. The role will oversight Health, Safety, Security and the Environment as well as of Quality improvements of operations of the Terminal. The role is strategic, operational and is part of the company's international network to further strengthen and develop safety and environmental activities including reoccurring analyses of "best practices".

The main responsibilities of the role will be:

• In charge of the Terminal Safety
- Define, write and update all Standard Operating Procedures (SOPs) and Work instructions on Safety (including Personal Protective Equipment distribution, signage and traffic flows, licenses & permits, toolbox meetings).
- In line with the Operations Managers, define and monitor a continuous risk analysis of the terminal activities on safety.
- Train and maintain the required knowledge for the terminal resources (Process Pilot) on safety procedures and instructions. “Train the trainers”
- Permanently controls that the safety procedures and instructions are strictly applied on on-going or for planned operations for both internal and external resources: work permit, safety measures, civil work, etc.
- Supervise with the Operations Department the shore handling and stevedoring of the IMDG goods, apply HQ directives and international regulations.
- Supervise all non-regular operations (OOG, Breakbulk, Direct shipment or discharge, maintenance activity) at the request of the COO or the Workshop Manager.

• In charge of the Terminal Security
- Define, write and update all Standard Security Procedures (SOPs) and Security instructions applicable on the Terminal
- Conduct and maintain the ISPS certification and any local/ international regulation according to the laws in force.
- Update and apply the Security Plan & The Security assessment Plan based on the Port Authority or RSO instructions
- Plan and Test each year the Terminal security plan (PSP/PSIP) based on a defined planning with the Port Authority
- Permanently controls that the Security procedures and instructions are strictly applied on the terminal.

• Supervise the Terminal Emergency Plan
- In line with the Managers, define, write and update all working Standard Environmental Procedures (SOPs) and Work instructions on Environmental policy.
- Define with COO and Workshop Manager the specificities and localization of the pollution control facilities (holding tanks. Sawdust, etc.)
- Manage the waste management system for both solids and liquids.

• Set the Terminal HSSEQ and continuous improvement reporting
- Define and set HSSEQ KPI's on the whole terminal perimeter, including the different stakeholders: shareholders, Grantor, PMU, AGL Ports, Authorities, etc.)
- Supervise investigations committee for HSSE incident / accident

 

Profile

Eligibility Criteria:
• Bachelor's degree in occupational health, safety management or environmental science.
• Minimum 5 years of HSSEQ or HSE experience in industrial environments.
• Very good understanding of the maritime, container or oil and gas Industry.
• High level communication and interpersonal skills include the ability to build and maintain strong relationships within the business.
• Excellent analytical, critical thinking and problem-solving skills.
• Possess strong leadership abilities to build a positive team environment, manage and influence team performance, including mentoring.
• Possess in-depth knowledge of operating site safety, security, environmental, and emergency response programs.
• Possess the ability to manage multiple complex issues and able to work independently.
