CONTEXT 

The AGL Expertise Center, based in Kigali, supports Africa Global Logistics entities by delivering standard and high-quality recruitment services. The role reports to the Recruitment Manager. 

Key responsibilities

As a Recruiter, you will contribute to the full recruitment cycle, ensuring a smooth, professional, and efficient candidate experience. You will focus on reliable execution, structured candidate assessment, and accurate data management, while applying defined recruitment processes and service standards.

This role is ideal for a recruiter who enjoys operational excellence, working in a structured environment, and contributing to large scale recruitment activities with international exposure.

Job Description 

•	You execute recruitment activities throughout the full recruitment cycle, from application management to selection support, in line with validated job requirements and recruitment guidelines.
•	You perform CV screening for all profiles, using predefined selection criteria, and prepare clear, structured screening summaries.
•	You conduct prequalification calls to assess candidate motivation, skills alignment, availability, and mobility, and document outcomes accurately in the ATS.
•	You manage candidate records throughout the recruitment process, ensuring timely follow up, accurate status updates, and professional communication with candidates.
•	You support end to end recruitment execution when required, including interview scheduling, coordination with stakeholders, and process tracking within agreed timelines.
•	You ensure the accuracy and consistency of recruitment data and contribute to reliable recruitment reporting.
•	You apply recruitment processes consistently and escalate issues or risks when identified.

•	You support recruitment delivery for KSSC client entities, ensuring responsive, high-quality execution aligned with service standards and business needs.
•	You organize and deliver practical recruitment workshops for the recruiter community, sharing tools, methods, and best practices to improve execution quality and process consistency. 
•	You design and facilitate professional development workshops, including ATS training sessions, strengthen recruiter capabilities, ensure consistent system usage, and promote best recruitment practices across The AGL Expertise Center.&lt;br /&gt;&lt;br /&gt;
KEY REQUIREMENTS

•	You hold a bachelor's or master's degree in human resources, Business Administration, or a related field.
•	You have at least 3 years of confirmed experience in recruitment operations, or talent acquisition support, with hands on experience in recruitment coordination.
•	You are comfortable working in an international environment and applying defined processes and standards. 
•	Experience in an international or multi country context is a plus.
•	You are confident using an Applicant Tracking System (ATS), and you are meticulous.
•	You have strong organizational skills, clear professional communication, and a service oriented mindset.

CONTEXT

The Senior Recruiter operates in close partnership with HQ Recruitment, contributing to the deployment of group standards. He/She ensures high quality recruitment delivery across multiple countries. The role reports to the Recruitment Manager. 

Key Responsibilities 

You will be responsible for overseeing and delivering support services provided by the AGL Expertise Center to HQ and/or AGL entities. 
You are a recruitment partner for HR and hiring managers across our entities.
The role demands effective coordination with recruiters, hiring managers, and external partners. 

Role Description 

1-	FULL CYCLE RECRUITMENT PROCESS
The role ensures providing an End-to-end recruitment services end to end when required and ensures effective use of assessment tools for key roles. 
-	Delivers the full recruitment cycle, covering recruitment planning, candidate screening, interviews, assessments, coordination, and process follow-up in A'Career Recruitment (our internal ATS).
-	Assess and qualify candidates using structured interviews and standardized criteria to deliver comparable shortlists across countries.
-	Ensuring alignment with hiring objectives and advising stakeholders on candidate suitability


2-	AGENCY DATABASE MANAGEMENT
The senior Recruiter manage the agency database system
-	Create and maintain an up to date and structured list of approved recruitment agencies
-	Track agency submissions, candidate ownership, and recruitment status in line with agreed processes and SLAs.
-	Ensure accurate documentation and traceability of agency activity to support operational follow up and reporting

3-	TALENT POOL MANAGEMENT
The Senior Recruiter supervises talent pool for strategic and recurring roles
-	Ensure that unsolicited candidates are correctly assessed, categorized, and integrated into relevant talent pool
-	Ensure high data quality in recruitment systems by checking job postings, candidate status, and process consistency. 
-	Act as a quality checkpoint, identify risks or deviations in recruitment processes, and propose corrective actions. 
-	Contribute to recruitment advisory support by sharing best practices with HR and recruitment stakeholders. 

4-	CANDIDATE MANAGEMENT PROCESS
The Senior Recruiter supervises the candidate management process in our internal ATS
-	Ensure alignment with hiring objectives and advising stakeholders on candidate suitability. 
-	Ensure candidate screening is performed against predefined and validated selection criteria. 
-	Review and validate shortlists before submission to hiring managers

5-	ASSESMENT 
The Senior Recruiter oversees the administration and interpretation of the Personality Assessment (SOSIE 2nd Generation)
-	Ensure internal assessment analyses are recruitment oriented and aligned with role requirements&lt;br /&gt;&lt;br /&gt;
KEY REQUIREMENTS 

•	You hold a master's degree or equivalent in Human Resources, Business Administration, or a related discipline. 
•	You have a minimum of 7 years' experience in recruitment or talent acquisition, with strong exposure to international or multi-country environments.
•	Experience in shared services or centralized recruitment models is a strong advantage.
•	You are comfortable working with senior HR and business stakeholders and influencing recruitment outcomes through credibility and expertise. 
•	You demonstrate solid expertise in recruitment processes, candidate assessment methodologies, and the use of recruitment or personality assessment tools.

Purpose of the Role:

POSTE ET MISSION

MISSION PRINCIPALE
Dans un contexte de transformation organisationnelle, culturelle et opérationnelle, le Chef de Projet SIRH Junior (h/f) doit piloter, structurer et sécuriser le projet de Système d'Information des Ressources Humaines, en garantissant la fiabilité des données RH, la digitalisation des processus, l'appropriation des outils par les utilisateurs et la conformité aux exigences internes, réglementaires et QHSE. Il accompagne la DRH dans la mise en œuvre de la feuille de route SIRH, le déploiement des projets RH digitaux et structurants, la conduite du changement et la montée en maturité des pratiques RH.

ACTIVITES
1. Activités liées au poste
Pilotage et gouvernance RH:
Définir et mettre en œuvre la stratégie SIRH en cohérence avec la vision RH et la transformation de AGL CI
Administrer et faire évoluer les outils SIRH (core HR, performance, formation, talents, présence, reporting RH, etc.)
Garantir la qualité, la fiabilité et la sécurité des données RH 
Mettre en place les règles de gouvernance, de gestion des habilitations et de confidentialité

Projets SIRH &amp; digitalisation RH:
Piloter les projets de déploiement, d'évolution ou d'optimisation du SIRH
Rédiger les expressions de besoins, cahiers des charges et procédures associées
Coordonner les parties prenantes internes (RH, DSI, métiers) et prestataires externes
Assurer le suivi planning, budget, risques et indicateurs projets

Accompagnement du changement et utilisateurs:
Analyser les impacts organisationnels et métiers liés aux projets SIRH
Déployer des actions de conduite du changement (communication, formation, supports utilisateurs)
Assister et accompagner les managers et les équipes RH dans l'appropriation des outils
Participer au maintien d'une culture d'entreprise positive

Reporting RH &amp; aide à décision: 
Concevoir et produire des tableaux de bord RH et indicateurs de performance
Exploiter les données SIRH pour appuyer la prise de décision stratégique
Contribuer à la fiabilité des reportings sociaux et réglementaires

Conformité, audits et amélioration continue: 
Formaliser les processus RH sous le format QHSE

Titulaire d'un BAC+4/5 en ressources humaines ou équivalent, vous avez acquis une expérience solide d'au moins 2 ans sur les sujets du SIRH.

Rattaché au Responsable Développement RH, le/la Superviseur Recrutement pilote l'ensemble du processus de recrutement de l'entreprise, en lien avec la stratégie RH globale. Il/elle assure la structuration, la mise en œuvre et l'optimisation continue des processus de recrutement et d'intégration. Il/elle encadre l'activité opérationnelle de recrutement et veille à l'efficacité des outils, au pilotage des indicateurs, ainsi qu'à la qualité de l'expérience candidat et manager. 

Les activités liées au poste sont les suivantes: 

STRATÉGIE ET STRUCTURATION DU RECRUTEMENT :
- Contribuer à la définition et à la formalisation de la politique de recrutement (internes et externes), en cohérence avec les orientations stratégiques de l'entreprise. 
- Structurer les processus de recrutement : définition des étapes, rôles et responsabilités, outils associés. 
- Mettre en place et piloter le processus d'onboarding des nouveaux collaborateurs en lien avec les équipes RH et opérationnelles. 
- Développer la marque employeur en lien avec le recrutement : actions de visibilité (forums/salons relations écoles, réseaux sociaux, etc.) 
- Identifier et mettre en œuvre les actions permettant d'anticiper les besoins en recrutement (viviers, cartographie des compétences, planification). 

 PILOTAGE OPÉRATIONNEL DU RECRUTEMENT :
- Recueillir les besoins en recrutement en lien avec les managers : définition du poste, profil recherché, délais et priorités. 
- Accompagner les managers tout au long du processus de recrutement (cadrage, entretiens, décision). 
- Participer aux entretiens de sélection selon le périmètre. 
- Garantir la qualité de l'expérience candidat tout au long du processus (communication, délais, feedback). 
- Organiser les relations avec les partenaires du recrutement : cabinets, agences d'intérim, organismes publics, etc. 

OUTILS, REPORTING ET AMÉLIORATION CONTINUE: 
- Déployer, administrer et optimiser les outils de gestion du recrutement (ATS, outils d'évaluation, reporting). 
- Mettre en place et suivre les indicateurs clés de performance du recrutement (délai, qualité, coût, satisfaction). 
- Produire et suivre des tableaux de bord réguliers pour la direction. 
- Proposer des actions d'amélioration continue basées sur l'analyse des données (sourcing, taux de transformation, motifs de refus, etc.). 
- Assurer une veille sur les bonnes pratiques, tendances RH et outils digitaux innovants &lt;br /&gt;&lt;br /&gt;
- De formation supérieure (Bac+4/5) en Ressources Humaines, Psychologie du travail, Droit social ou école de commerce avec spécialisation RH, le/la candidat(e) justifie de 5 à 7 ans d'expérience dans le recrutement, dont au moins 2 ans sur un poste à dimension stratégique ou de pilotage (structuration de process, outils, reporting...) 
- Maîtrise des techniques de sourcing avancé (LinkedIn Recruiter, job boards, approche directe, viviers, etc.). 
- Pratique confirmée des ATS et outils digitaux RH, avec une appétence pour la data RH (reporting, KPI, tableaux de bord). 
- Connaissance des pratiques de recrutement innovantes (entretiens structurés, tests, mises en situation, IA de présélection…). 
- Excellentes capacités en communication, écoute et relationnel, avec une posture de conseil auprès des opérationnels.

1.	Définition des orientations formation de l'entité
- Recueillir et soumettre les données pertinentes en vue de l'élaboration de la stratégie de formation en lien avec celle de AGL CI
- Identifier les besoins de formation à court, moyen et long terme
- Définir le plan de développement des compétences et le budget associé

2.	Gestion du plan de formation
- Recueillir et analyser les besoins de formation
- Elaborer, piloter et suivre le plan annuel
- Gérer le budget de formation

3.	Pilotage des actions de formation /suivi administratif
- Sélectionner des prestataires
- Suivre la qualité des actions de formation
- Assurer la conformité avec la législation / dossier de financement le cas échéant

4.	Gestion de projet formation
- Piloter les projets de formation en lien avec la stratégie et les besoins opérationnels
- Concevoir et planifier des parcours de formation adaptés
- Gérer les outils de la gestion de la formation (LMS, TMS)

5.	Evaluation et amélioration continue
- Mettre en place des indicateurs de performance
- Evaluer l'impact des formations sur les compétences (qualité, ROI, efficacité)

6.	Veille et innovation pédagogique
- Suivre les évolutions des métiers, des compétences
- Veille sur les innovations pédagogiques&lt;br /&gt;&lt;br /&gt;
- BAC+4/5 en Ressource Humaines
- Expérience similaire sur un même poste
- Connaissance de la formation professionnelle
- Connaissance de la pédagogie des adultes et d'ingénierie de formation
- Maîtrise des outils de gestion de la formation (LMS, TMS)
- Culture RH et compréhension des enjeux stratégique de l'entreprise

JOB FUNCTION: LIST KEY TASKS &amp; RESPONSIBILITIES
•	To provide a comprehensive secretarial and administration service to the MD across the range of their work, including travel arrangements, visitors' accommodations, etc.
•	To maintain and organize the MD's diaries, filing system and all other relevant areas as necessary.
•	Prepare and communicate findings from quarterly PR reports
•	To draft letters and reports as requested by the MD
•	To facilitate meetings, schedule debriefing meetings so follow up action can be implemented. Also, by arranging refreshments, seating and taking minutes if required to do so.
•	To co-ordinate events i.e. staff seminars and other internal functions
•	To respond to queries in a timely and professional manner, both orally and in writing.
•	To co-ordinate all senior management travel arrangements, and those of visitors
•	To circulate reports, minutes, and agendas for meetings. To liaise with colleagues and fellow employees on various matters as required.
•	To be responsible for receiving enquiries and providing an effective referral service to service users.
•	To maintain and continuously keep up to date with all company mail, couriers, and correspondences
•	To ensure the effective management and update of all approvals on behalf of the MD pertaining to leave, recruitment and investment systems
•	To process expense claims and fees reimbursements
•	To provide research assistance where needed
•	To be able to provide cover for the Administration Manager in his absence

•	Bachelor's degree level or equivalent 
•	3 - 5 years' previous experience in a similar role;

Responsibilities
Competency Management:
•	Develops and maintains a catalogue of competencies for all job roles within TICT in alignment with the present and future capabilities needs of the organisation to drive the talent management processes
•	Carries out competency assessments using the competency catalogue to identify gaps
•	Prepares development plans to close competency gaps
Performance Planning &amp; Implementation:
•	Assist in the development of the Performance Management (PM) policies to guide and frameworks to guide the process of managing employee performance.
•	Assists with building awareness for the PM process by providing training and ongoing support to all levels of staff on the performance management process and systems
•	Works with the Line Manager to ensure that business goals are set for each financial year
•	Drives the process of goal setting for all staff at different levels and documented on the digital platform
•	Works with Line Managers to ensure that performance discussions are documented on the digital platform
•	Initiates and concludes the process of employee confirmation
Performance Reviews and Calibration:
•	Initiates the mid-and end-of-year performance review/appraisals process.
•	Works with Line Managers to ensure that all performance reviews/appraisals are completed within scheduled timelines
•	Assists with the identification and resolution of staff appraisal issues and/or conflicts, including post- appraisal appeals
•	Schedules and ensures that performance calibration sessions are held for all staff at various levels and in different functions
•	Carries out data analysis to determine current performance, forecasts, and future performance trends to recommend improvements and/or corrective actions
•	Recommends performance improvement &amp; development plans for various categories of staff
•	Assists with the implementation of performance outcomes for all staff
Learning Needs Analysis and Planning:
•	Assists with the development of learning &amp; development strategies to identify performance gaps and address them accordingly
•	Works with the Line Manager to develop learning needs analysis using data from sources like the PM process and competency assessments
•	Supports the development of the annual training plan based on identified learning and development needs for management approval
Learning Plan Implementation:
•	Sources for and works with vendors/third party consultants and professionals on how to improve in-house employee learning and teaching strategies
•	Assists with the design and development of learning content for in-house and function/ organisation-specific topics and conducts train-the-trainer sessions
•	Ensures that pre-and post-training evaluations are conducted to measure training impact
•	Supports the development and implementation of induction programs for new hires
•	Assists with the development and propagation of a blended approach to learning, which integrates different learning m&lt;br /&gt;&lt;br /&gt;
•	Bachelor's Degree or its equivalent (HND) in Human Resources / Business Administration / Behavioral Science or management.
