Job Purpose
Provide technical QHSE support to the Transport Department and operational teams to ensure safe, legal, reliable and quality-focused transport operations. Support the implementation and continual improvement of the AGL QHSE Management System within transport, with specific focus on road safety, driver and fleet compliance, dangerous goods, contractor/subcontractor management, incident prevention and investigation, and compliance with applicable South African legislation, AGL standards and customer requirements.
1. Transport QHSE Management System
• Support the Transport Manager and QHSE Manager in implementing, maintaining and continually improving QHSE requirements within the Transport Department.
• Ensure transport operations comply with AGL Group requirements, applicable South African legislation, customer requirements and approved QHSE procedures.
• Maintain transport-specific procedures, checklists, risk assessments, safe work practices and QHSE improvement plans.
• Monitor implementation of QHSE actions and provide regular status reports to the Transport Manager and QHSE Manager.
• Participate in management meetings, transport QHSE reviews and relevant safety committees.
2. Road Safety and Fleet Compliance
• Verify that vehicles are appropriately licensed, roadworthy and maintained, including Certificates of Fitness/Roadworthy Certificates, permits, inspection records and other required documentation.
• Monitor vehicle pre-trip inspections, defect reporting, maintenance controls, tyre condition, load security and vehicle safety equipment.
• Monitor driver compliance with licence, Professional Driving Permit (PrDP), medicals, training and competency requirements, where applicable.
• Monitor driver behaviour, speeding, harsh braking, fatigue indicators, traffic violations and other telematics/fleet safety data, and recommend corrective action.
• Promote defensive driving, journey management, fatigue management, driver wellness and road-risk reduction initiatives.
3. Dangerous Goods and Transport of Hazardous Materials
• Support compliance with applicable Dangerous Goods transport legislation, regulations, standards and AGL procedures.
• Monitor dangerous goods vehicle, driver, documentation, placarding, packaging, segregation and emergency equipment requirements, where applicable.
• Verify that personnel involved in dangerous goods transport have the required training and competency for their responsibilities.
• Participate in dangerous goods incident prevention, emergency response planning, drills and investigations.
• Maintain working knowledge of the National Road Traffic Act and applicable Dangerous Goods Regulations and standards.
4. SQAS, Legal and Customer Compliance
• Support preparation for and participation in SQAS, customer, internal and external QHSE audits and assessments.
• Monitor transport compliance against SQAS requirements, including driver wellness, vehicle maintenance, loading/overload&lt;br /&gt;&lt;br /&gt;
5. Risk Assessment, Inspections and Assurance
• Conduct transport risk assessments, Job Safety Analyses and task-specific assessments for routine, non-routine and high-risk activities.
• Conduct scheduled and ad-hoc transport QHSE inspections, including depots, yards, vehicles, loading/unloading areas and driver facilities.
• Identify unsafe conditions, unsafe acts, legal gaps and system weaknesses and ensure corrective actions are implemented.
• Exercise the authority to recommend or initiate the stopping of an unsafe activity where there is an immediate risk to people, property, the environment or customers, in accordance with AGL procedures.
6. Incident Management and Emergency Preparedness
• Ensure transport incidents, accidents, near misses, environmental events and other QHSE events are reported in accordance with AGL requirements.
• Participate in investigations appropriate to the severity of the incident, including root-cause analysis and corrective/preventive actions.
• Monitor incident trends and develop targeted interventions to reduce repeat events.
• Support transport emergency response plans, emergency contact arrangements, drills and response readiness.

Minimum Education, Qualifications and Experience
• Matric / Grade 12 – required.
• National Diploma, Diploma or Degree in Occupational Health and Safety, Environmental Management, Transport Management, Logistics, Quality Management or a related field – advantageous.
• Minimum 5 years' QHSE experience, with at least 3 years' practical experience in road transport, fleet, logistics or a similar heavy-vehicle operating environment – required.
• Practical knowledge of South African transport legislation and regulatory requirements, including the National Road Traffic Act (NRTA) and applicable Road Traffic Regulations – required.
• Working knowledge of RTMS and the principles of SANS 1395-1 – strong advantage.
• Working knowledge of SQAS and transport/logistics safety and quality assessment requirements – required.
• Recognised Dangerous Goods Transport qualification/training from an approved training provider – required.
• Knowledge of vehicle and driver compliance requirements, including PrDP, vehicle licensing, roadworthiness/fitness, inspections, load security and driver fitness requirements – advantageous.
• Additional QHSE qualifications/training such as SAMTRAC, NEBOSH, IOSH, incident investigation, risk assessment, auditing or equivalent – advantageous.
• Training/competency in First Aid, Firefighting and Defensive Driving – advantageous.
• Experience with incident investigation and root-cause analysis, transport risk assessments, audits and corrective action management – required.
• Experience with fleet telematics, driver behaviour monitoring, fatigue management and transport safety KPIs – advantageous.
• Valid driver's licence and willingness to travel to transport depots, customer sites and operational locations as required – required.&lt;br /&gt;

About The Position
Timor Port S.A, a subsidiary of the AGL Group, is looking for a qualified candidate to fill the position of Health, Safety, Security and Environment (HSSE) Officer. The role will be responsible to support the HSSE team in implementing and maintaining effective safety procedures, conducting risk assessments, and facilitating continuous improvement initiatives. The position plays a key support role in ensuring that an organization complies with safety regulations and maintains a safe working environment. 

The main responsibilities of the role will be:
•	Safety coordination in line with ISPS procedures and guidelines. 
•	Track and monitor terminal activities from shore to yard to gates.
•	Ensure that industrial operations follow local regulations as well as company regulations. 
•	Act as focal point to conduct a detailed investigation for any health-safety-security near miss, incident, and accident. 
•	Assess potential health-safety-security risks and with HSSE Manager support to develop mitigation plans. 
•	Performs daily basis and regular site inspections for health-safety compliances. 
•	Work with cross-functional teams to maintain health-safety compliances. 
•	Provide assistance and job training to team members when required. &lt;br /&gt;&lt;br /&gt;
Eligibility Criteria:
•	University degree in Environmental Science, Occupational Health and Safety, Engineering, or a related discipline.
•	Minimum 2 years of experience in HSSE or related roles; experience in maritime, logistics, or industrial environments is a strong advantage.
•	Strong communication and reporting skills, with attention to detail and ability to analyze safety data effectively.
•	Team player with a safety-first mindset, able to work in a fast-paced, high-risk environment.

ENVIRONNEMENT DE TRAVAIL

PRINCIPALES ACTIVITÉS
Mettre à jour les procédures, instructions de travail, consignes et supports applicables aux processus opérationnels ; assurer la maîtrise des versions, l'archivage, la diffusion et la disponibilité des documents auprès des utilisateurs.
Suivre et contribuer à l'amélioration du système qualité au sein de la Direction de l'Exploitation ; accompagner les responsables de processus dans l'application des exigences qualité ; participer aux revues de processus et contrôles internes.

Participer à la revue des réclamations clients ; analyser les causes racines ; proposer et suivre les actions d'amélioration associées.
Participer à l'analyse des accidents, incidents et événements indésirables ; assurer le suivi des actions correctives associées et contribuer au déploiement des mesures préventives.
Réaliser toute autre tâche confiée par la hiérarchie en lien avec la qualité, la performance opérationnelle, la sécurité, les risques ou l'amélioration continue.

Bac +3 à Bac +5 en Management de la Qualité, QHSE, Génie industriel, Logistique, Management des processus, Amélioration continue ou équivalent. Le profil attendu est celui d'un qualiticien de formation.
Minimum 3 ans dans une fonction Qualité, QHSE, Process, Excellence opérationnelle ou Amélioration continue. Une expérience en environnement portuaire, logistique ou industriel constitue un atout.&lt;br /&gt;

2.	IVMS Monitoring &amp; Driver Compliance
• Monitor driver behaviour through IVMS, including speeding, harsh driving, unauthorized stops, night driving, and convoy gap violations.
• Generate and distribute daily driver violation reports to management, QHSE, and transport service providers.
• Maintain historical records of violations and support corrective action initiatives with transporters.
• Ensure IVMS information is accurate, updated, and fully operational throughout each shift.

3.	Client Communication &amp; Operational Coordination
• Provide customers with regular updates on truck locations, estimated arrival times (ETAs), convoy progress, and operational exceptions.
• Issue timely notifications for convoy departures, arrivals, and site approach in accordance with client communication requirements.
• Coordinate daily with transporters, convoy leaders, border teams, site teams, and internal operations to ensure uninterrupted cargo movement.
• Escalate incidents, emergencies, and operational risks to the Control Tower Manager without delay.

4.	Reporting &amp; Data Management
• Prepare accurate daily, weekly, bi-weekly, and monthly operational tracking reports.
• Consolidate transport performance data, transit times, mileage, truck rotations, vehicle utilization, and operational KPIs.
• Maintain accurate tracking records and ensure all operational data is properly archived and readily available for reporting and audits.
• Develop action trackers for outstanding operational issues and monitor closure of assigned actions.

5.	Performance Monitoring &amp; Continuous Improvement
• Analyse transport performance trends and recommend improvements to increase operational efficiency and visibility.

MISSIONS


QHSE &amp; ESG Monitoring and Performance Management 

• Develop, implement, and maintain integrated QHSE and ESG monitoring frameworks aligned with AGL standards, international management systems, applicable ESG reporting frameworks, regulatory requirements, and client obligations. 
• Define, standardize, and monitor QHSE and ESG performance indicators, dashboards, scorecards, and reporting structures across AGL business lines and entities. 

Data Management, Analytics and Reporting 

• Manage centralized QHSE and ESG data collection, validation, analysis, and reporting systems. 
• Consolidate and analyse operational, safety, environmental, social, governance, compliance, and sustainability performance data. 
• Produce periodic management, client, and executive reports that support informed decision-making. 
• Ensure data accuracy, integrity, traceability, governance, and audit readiness. 

Performance Monitoring and Compliance Assurance 

• Monitor leading and lagging indicators to identify trends, emerging risks, non-conformities, and improvement opportunities. 
• Conduct performance reviews and gap analyses against corporate standards, legal requirements, contractual obligations, and industry best practices. 
• Support compliance monitoring, internal and external audits, inspections, certifications, and assurance activities. 
• Monitor the effectiveness and closure of corrective and preventive actions. 

ESG and Sustainability Integration 

• Support the integration of ESG principles into operational activities and business processes. 
• Monitor sustainability performance, including environmental, social, governance, and responsible business indicators. 
• Contribute to sustainability reporting, disclosures, materiality assessments, and stakeholder reporting requirements. 

Digitalization and Continuous Improvement 

• Drive the digitalization and automation of QHSE and ESG monitoring, reporting, and performance management processes. 
• Develop and maintain tools such as dashboards, KPI scorecards, risk registers, and incident, audit, and action-tracking systems. 
• Promote continual improvement, transparency, and data-driven performance management across the organization. 

Technical Support and Stakeholder Engagement 

• Provide technical guidance and support to Country QHSE Managers, operational teams, and other stakeholders on QHSE and ESG monitoring requirements. 
• Liaise with internal and external stakeholders, including management, clients, regulators, and certification bodies, to support compliance, reporting, and performance improvement initiatives. &lt;br /&gt;&lt;br /&gt;
PROFILE
2.3.	Qualifications &amp; Experience
2.3.1.	Education
•	Bachelor's degree in Occupational Health &amp; Safety, Environmental Science, Engineering, or related field
2.3.2.	Certifications
•	NEBOSH Diploma (or equivalent)
•	ISO Lead Auditor (ISO 9001, 14001, 45001)
•	ESG / Sustainability certification (advantage)
2.3.3.	Experience
•	Minimum 3–5 years in QHSE roles within logistics, oil &amp; gas, ports, or infrastructure
•	Proven experience in:
o	QHSE performance monitoring and reporting
o	ESG data management and sustainability reporting
o	Large-scale, multi-site operations
2.3.4.	Languages
English – Fluent (written and spoken)
French – Professional working proficiency

2.3.5.	Technical Competencies
•	Strong knowledge of:
o	ISO 9001, ISO 14001, ISO 45001
o	ESG frameworks and sustainability metrics
•	Advanced proficiency in:
o	Excel (dashboards, data analytics)
o	Power BI or similar visualization tools
•	Experience with:
o	Incident investigation methodologies (e.g., 5 Whys, 5Ms, Fishbone)
o	Risk assessment and management systems

2.5.	Working Conditions
