1.	Prevent theft and damage to Company property

5.	Ensure all security procedures are followed by all employees and Clients within the premises

8.	Maintain records of all main door keys and ensure safe custody of the same.
9.	Ensure all items leaving the premises are accompanied by the relevant authorization documents and gate pass.
10.	Manage subcontracted Security Company on site. 
11.	Responsible for the implementation and management of the Security Plan.
12.	Coordinating all Bolloré Logistics Security Work and propose and / or manage all changes to this procedure
13.	Identify problems with the Security Procedure and quickly resolve such to ensure that the general purpose of the procedure is maintained
14.	Interface with Client's Security Management Team
15.	Monitor the Security Plan. 
16.	Conduct internal inspections and report to the Manager any non-compliance situation or deficiency.
17.	Issue Security Plans and implement the security at the work sites in compliance with Client's Security requirements
18.	Coordinate with selected security companies the guard's recruitment and screening of security personnel prior to acceptance.
19.	Coordinate with the Warehouse Control the fencing, lighting, anti-intrusion systems and other security devices to be installed at the storage yards.
20.	Review security plans issued by the selected security companies.
21.	Carry out Security Audits (every six months) of the work sites and propose preventive and corrective actions.
22.	Implement the emergency evacuation plan per work Site.

• Implement all necessary actions to improve the quality of processing (process, request for additional resource, computers...)

1. Customs Compliance &amp; Documentation
Ensure accurate preparation, validation, and submission of:
•Import Declaration Forms (IDFs)
• Customs entries aligned with correct customs regimes
• Verify correctness of: HS classification, Quantities and values and	Applicable customs regimes. 
• Ensure compliance with KRA Customs regulations and SEZ procedures
• Maintain proper documentation for customs audits and inspections

2. Bond Management &amp; Monitoring (CB20 / CB21)
• Monitor and manage Customs Bonds (CB20 &amp; CB21) to ensure continuous coverage of bonded cargo.
• Track bond utilization against stock and customs exposure.
• Ensure timely replenishment of bonds and COEs for replenishments.
• Liaise with relevant stakeholders (AGL Customs clearance &amp;Ops team, Declarants) to: -Avoid bond exhaustion, -Prevent operational disruptions,

3. Inbound &amp; Outbound Control
• Control and monitor all inbound (imports) and outbound (exports / ex-warehouse) cargo movements.

• Authorize movement of goods into and out of the SEZ in full compliance with customs regulations.

4. Inventory &amp; Stock Control
• Maintain accurate bonded inventory records in real time and reconcile with WMS reports
• Record and track: -Stock receipts &amp;Issues and transfers
• Ensure full reconciliation between system stock and physical stock. Participate in: -Cycle counts, Periodic stock takes &amp; prevent and report any unauthorized stock movement.

5. Repackaging &amp; UOM Reconciliation
• Monitor and supervise KRA approvals for repackaging activities.
• Supervise and record all repackaging operations within the SEZ.
• Perform detailed reconciliation of units of measure (UOM): -As received (imported), As repacked -As ex-warehoused

1.Mission
. Superviser, animer et coordonner le département
. Encadrer, gérer, contrôler et faire appliquer les procédures définies sous la direction manager adjoint risques douanes.&lt;br /&gt;&lt;br /&gt;
Responsabilités:
. Assurer le suivi des sommiers depuis leur création jusqu'à leur apurement (solde) total
Taches:

.S'assurer de la prise en compte de tous les sommiers
. S'assurer que tous les avis de prise en compte sont envoyés
. S'assurer que les demandes de prorogations sont faites
. S'assurer du classement de tous les documents dans les sommiers
. Etablir les différents courriers en douane
. Etablir un planning annuel de visite des entrepôts chez les clients
. Commenter l'inventaire mensuel de nos entrepôts fictifs
. S'assurer que les rapports de visites sont faits et classés
. Faire le reporting tous les 15 jours de la situation des sommiers
. Respecter les procédures relatives aux activités réalisées
. Faire la situation mensuelle pour tous les clients suspensifs y compris ceux des Mines et Oil &amp; Gas
. Traiter, suivre et facturer les transfert Diamniado de Dakar Terminal
Participer activement à la démarche qualité mise en place

AXE 1 — Gouvernance &amp; Pilotage QHSE Multi-Sites
1	Définir, déployer et maintenir la politique QHSE adaptée au contexte des JOJ sur l'ensemble du site de compétition et de nom compétition sous sa responsabilité
2	Réaliser les assessments QHSE (audit initial, évaluation des risques, grille de conformité) et établir un plan d'actions prioritaires.
3	Conseiller et appuyer le VLM sur toutes les décisions à dimension QHSE.
4	Produire des reportings réguliers (tableaux de bord, indicateurs de performance QHSE) à destination du management.
5	Assurer la veille réglementaire (normes locales sénégalaises, standards CIO/IPC, directives FIFA/World Athletics applicables).
AXE 2 — Mise aux Normes des Entrepôts &amp; Venues
1	Piloter la mise en conformité QHSE de l'entrepot et des operations du site de competition: signalisation, éclairage de sécurité, issues de secours, contrôle EPI, matériel incendie.
2	Valider les plans d'aménagement des zones de stockage, de manutention et de circulation (piétons / engins).
3	Vérifier la conformité des engins de manutention (chariots élévateurs, transpalettes, etc.) et des installations techniques.
4	Établir et tenir à jour le Document Unique d'Évaluation des Risques Professionnels (DUERP) par site.
5	S'assurer du respect des normes environnementales (gestion des déchets, produits dangereux, impact énergétique).
AXE 3 — Déploiement des Outils QHSE
1	Mettre en place et animer le système de remontée des near misses (presque-accidents) : formulaires, circuit de validation, analyse causale.
2	Organiser et animer les toolbox meetings (réunions de chantier sécurité) réguliers sur chaque site.
3	Implémenter les rondes de sécurité et les check-lists de contrôle quotidien (Walk-the-Talk QHSE).
4	Déployer les outils de suivi et de traitement des incidents : registre des accèdents, tableau de bord, plans d'actions correctives.
5	Mettre en place une base documentaire QHSE accessible à toutes les équipes (procédures, fiches réflexes, plans d'urgence).
AXE 4 — Formation &amp; Culture Sécurité
1	Concevoir et délivrer les formations QHSE induction pour tous les collaborateurs logistiques (salariés, volontaires, prestataires).
2	Former les équipes aux gestes et postures, à la gestion des produits dangereux, aux procédures d'urgence et d'évacuation.
3	Animer des campagnes de sensibilisation QHSE tout au long des JOJ (affiches, quiz, challenges sécurité).
4	S'assurer de la bonne maîtrise et de l'utilisation effective des EPI par l'ensemble des intervenants sur site.
5	Accompagner les prestataires logistiques dans la mise en conformité de leurs pratiques QHSE.
AXE 5 — Gestion des Incidents &amp; Reporting
1	Assurer la gestion immédiate des incidents QHSE : sécurisation, investigation, mesures conservatoires.
2	Piloter l'analyse des causes racines (méthode 5 Pourquoi, arbre des causes) et le déploiement des plans d'actions correctives.
3	Assurer la communication des incidents vers le VLM et le FA Lead dans les délais requis.&lt;br /&gt;&lt;br /&gt;
4. QUALIFICATIONS ET COMPÉTENCES
FORMATION &amp; EXPÉRIENCE
Diplôme	Bac+3 minimum en QHSE, HSE, Sécurité au travail ou domaine équivalent
Minimum 2 ans d'expérience dans un poste QHSE opérationnel
Expérience en gestion multi-sites fortement souhaitée
Expérience dans un contexte événementiel ou de grands projets est un atout majeur
Certifications NEBOSH, IOSH, ou certification QHSE équivalente appréciée
Connaissance de l'ISO 45001 (sécurité au travail) et ISO 14001 (environnement) souhaitée
CONNAISSANCES CLÉS
Techniques QHSE	• Maîtrise des méthodes d'analyse des risques (AMDEC, arbre des causes, 5 Pourquoi)
• Maîtrise des réglementations locales et des standards internationaux (CIO, ISO)
• Maîtrise des outils QHSE : DUERP, plan de prévention, permis de travail
Outils &amp; Reporting	• Bonne maîtrise des outils de reporting et tableaux de bord (Excel, Power BI ou équivalent)
• Capacité à utiliser des outils digitaux de gestion des near misses et incidents

▶ MISSIONS ET RESPONSABILITÉS
Organisation &amp; Planification
•	Recevoir du VLM la liste des tâches et priorités quotidiennes
•	Élaborer un plan de travail journalier structuré (ressources, priorités, séquencement)
•	Anticiper les contraintes opérationnelles (flux, co-activité, délais)
Management &amp; Animation d'Équipe
•	Encadrer et coordonner l'équipe logistique terrain (manutentionnaires, caristes, gestionnaires de stock,)
•	Affecter les tâches et assurer le suivi quotidien de leur exécution
•	Animer les toolbox meetings quotidiens (brief opérationnel + sécurité)
•	Assurer la discipline, la motivation et la performance des équipes
Exécution des Opérations Logistiques
•	Superviser les opérations de réception, stockage, distribution et manutention
•	Piloter les opérations durant les phases Bump-In, Games Time et Bump-Out
•	Garantir la bonne utilisation des engins de manutention (MHE) et le respect des consignes de sécurité
•	Contrôler la conformité des livraisons et assurer leur enregistrement
Sécurité &amp; QHSE
•	Coordonner avec les équipes QHSE sur site
•	Veiller au port des EPI et au respect des procédures de sécurité
•	Participer et animer les briefings sécurité quotidiens
•	Remonter immédiatement tout incident ou situation à risque au QHSE ET VLM
Suivi &amp; Reporting
•	Suivre l'exécution des activités en temps réel
•	Identifier et gérer les écarts, imprévus et incidents
•	Rendre compte au VLM (avancement, risques, besoins)
•	Proposer des actions correctives et retours d'expérience
▶ ACTIVITÉS PRINCIPALES PAR PHASE
Phase Pré-Événement (J-90 à J-1)
•	Participer aux repérages terrain et états des lieux des sites
•	Organiser la mise en place des zones de stockage et des circuits de manutention
•	Préparer l'organisation opérationnelle des équipes
•	Former et sensibiliser l'équipe aux procédures QHSE et logistiques
Phase Opérationnelle — Bump-In &amp; Games Time
•	Superviser et encadrer l'équipe logistique terrain au quotidien
•	Déployer et suivre le plan de travail journalier
•	Animer les toolbox meetings quotidiens
•	Contrôler les flux logistiques (déchargement, installation, distribution)
•	Gérer les imprévus et demandes urgentes en optimisant les ressources
•	Coordonner avec les autres Functional Areas (FA)
•	S'assurer de la disponibilité des ACR pour toute l'équipe sous supervision
Gestion des Ressources &amp; Sécurité
•	Gérer les plannings et l'affectation des équipes
•	Optimiser l'utilisation des ressources humaines et matérielles
•	Contrôler le respect des procédures de sécurité et signaler les incidents
•	Collaborer avec les prestataires logistiques externes pour les opérations de manutention et transport
Démobilisation &amp; Reporting — Bump-Out (J+1 à J+30)
•	Superviser le démontage et la restitution des espaces et sites
•	Coordonner le retour du matériel et la mise à jour des inventaires
•	Produire un rapport d'activité et retour d'expérience (REX) à destination du VLM&lt;br /&gt;&lt;br /&gt;
Formation / Expérience
•	Bac+2 minimum en logistique, supply chain, gestion des opérations ou équivalent
•	Minimum 3 ans d'expérience en gestion d'équipes logistiques terrain
•	Expérience en environnement événementiel, sportif ou industriel fortement souhaitée
•	Maîtrise des opérations logistiques terrain (flux physiques, gestion de stock)
•	Connaissance des engins de manutention (MHE) et des règles de sécurité associées
•	Notions solides en QHSE et procédures de sécurité
•	Bonne maîtrise des outils bureautiques (Excel, reporting, outils de suivi)
•	Leadership terrain et capacité à encadrer une équipe en conditions exigeantes
•	Organisation, rigueur et gestion des flux logistiques
•	Réactivité et aptitude à résoudre les imprévus
